- In a bowl, mix ground beef, panko, soy sauce, Worcestershire sauce, garlic powder, onion powder, salt, and black pepper.
- Shape into two patties, slightly larger than your palm.
- Heat oil in a pan over medium-high heat. Cook patties for about 3-4 minutes per side or until cooked through.
- Remove patties and set aside.
- In the same pan, reduce heat to medium. Melt butter, then whisk in flour to make a roux. Cook for 1-2 minutes until light brown.
- Gradually whisk in beef broth, soy sauce, and Worcestershire sauce.
- Add garlic powder, onion powder, and season with salt & pepper.
- Simmer for a few minutes until thickened.
- Heat butter in a pan over medium heat.
- Crack eggs and cook until whites are set but yolks are still runny (or to your preferred doneness).
- Divide cooked rice onto plates.
- Place beef patty on top of the rice.
- Pour the rich brown gravy over the patty.
- Top with a fried egg.
- Garnish with chopped green onions if desired.
